Yes you just need to have a car to replace it. Say I wanted to buy a JGTC car but didnt have the money. I would buy a very cheap car (Mira) and save. Then upload the game and open it in MK's. I select the Mira or whatever car I wouldnt mind not having and click 'change car'. This changes that car into whatever car you want...

No U can't add cars to the garage, just replace existing cars.
