List for cars that allow race mods?

I searched the threads for "race mod" and other variations of the question but couldn't find an answer...

Is there a list that includes all the cars that allow you to add race modifications to them? I thought it was all premiums but I have a couple premium cars that won't allow it...

What makes a car allow it or not allow it? basically whether or not PD programmed the additional skins to each specific car?
