Thanks to the recent rise in popularity of non-tuning races I wonder what are the exact rules. This might be a little silly but what I have come up with is as follows:

What is Allowed in Tuning Prohibited races:
  • Tuning sheets ABC:
    • Brake balance adjustment (using the default brakes)
  • GT Auto:
    • Wings (including custom)
    • Flat Floors
To be confirmed:
  • Oil change
  • car wash
  • Rigidity Upgrade/Restore
  • Engine Overhaul
  • Cockpit speedo upgrades
  • Any other visual upgrades like spoilers/aerparts or Other
    • Rim upgrades?
  • Any performance parts?
    • Racing brake upgrades?
    • Nitrous?
    • Weight reduction?
    • Ballast allowed?
    • Power limiter?
    • Turbo upgrades on Turbo cars?
    • Glitches? Loopholes?
  • Renaming tuning sheets
-------------------------------Dependent upon lobby/host rules:-------------------------------
  • Driver Aids/Tyre combo
  • PP limit/Hp limit
  • Drivetrain limit
----------------------Other notes:-------------------
  • Some lobbies can glitch causing a car that you have resetted to default to not pass regulations.
    • To fix:
    1. Switch tuning sheet & reset all to default
    2. Exit lobby
    3. Repeat steps twice
If someone finds the definitive list, just drop a link;)

I think that custom rims are allowed if they keep the same wheel size as the original rims.
The oil change and body rigidity upgrade are also allowed with the possibility for the oil change to take your car over a set PP limit.
The use of power limiter can help take the car back to its original PP.
The use of ballast is forbidden though.
The brake balance is the only thing you can fiddle with.
I thought wings and floors weren't allowed.
Everything stated here has to be double checked so I think this answer of mine is quite useless.
