I'm just started playing GT7 & I'm unable to find where you go to upload your livery to share. I've shared my decals and no problems doing that but for some reason I can't find where to upload my liveries.

That's because you can't share the livery only. To share it, create a Style at GT Auto. Note that the Style also includes the rims and bodywork mods.

Both the Showcase section of the World Map in-game and the Showcase section of the official website (after you've logged in) allow you to browse Styles.
