Livery over number plates

I don’t want to be one of those people being annoying asking a silly question but I’m going to anyway!

I’ve seen in lobby’s, people with number plates that have decals over the top. Can I ask how this is done? I haven’t read anywhere here with someone explaining this!

Put the decals in the "Other" section.
Then move them to the plate(s).
