You will get this when you fully mod a car... I got it the very first day but you will quickly get it once you hit a race that requires a modified car.

You unlock this trophy when spend 500,000 credits in the Tuning Shop. It took me around 15 cars to tune to get it myself.

I tuned my Super Veloce and I got the trophy. Btw. SV is a great car to grind Monza in early stages of the game.
