lvl 24 ticket a and b spec

lvl 24 ticket can get get you fgt, f2007, or f10. On many posts I have read that they opened up many of those tickets and only got either the f2007 or fgt. Those tickets they opened were from b spec however. For completing a spec endurance, you also get a lvl 24 ticket. i want to confirm that the f10 is only obtainable from a lvl 24 ticket obtained from a spec only. Is it?
