Major avatar problem.

Hey, no one ever said that animated GIF images are not allowed to be used as avatars after I read some rules. So assuming that, I made all my adjustments to where this image did meet the dimension and file size requirements. So why is vBulletin still rejecting this image? I wish limits were 120x120/25kb for regular and 130x130/30kb for premium or something.
