Could be the narrowness of the track creating the illusion of speed...

It could be that Polyphony were able to add more polygons thanks to the lack of any other cars...
- The track detail is very... detailed?
Without a doubt Capri is one of the best looking tracks in the history of Gran Turismo. The amount of '3Dness', colours, scenery/objects on the track could be because of the lack of any other cars thus freeing up more processor memory stuff.
But then again...
It could just be GT4 as it is...
