Well PD didn't know about this complication that Sony caused. So it wasn't like they delayed the DLC to include something special in the first place. Kaz even said that it was a surprise to him.
This is what I honestly believe:
The DLC is ready and could be sent out in a day or so, but they increased our wait time a week to give the guys time to create a special Dan Wheldon suit.
