Narrow Torque Band and High RPMs?

I was hoping someone could help me by defining what the torque band is on the cars and how can I find this info?
Also what is good reference point for high RPMs(Fly Wheel Upgrade)?

Basically I'm trying to load up my PT Crusier but I want to help her not hurt her.

umm.. sorry, man, best thing you can do is dump her. She is not such a good start and will not run with the big boys.
 
I agree....I now have the audi TT and this thing hauls...so does the Rx7
 
I know...I know...
Everyone says stop with the Crusier but she does get a kick when she gets setup nice.
Any way I don't want to race a lot of the same track to get the cash for a TT, Cobra, or a RX-7. (The last thing I want is an RX-7.) Slow and steady is my philosophy so that I can learn how to race and when I earn that TT it will be all that much sweeter.

So can anyone help?
