New Driver's League(s)?

I have been driving on PC2 for about a month, still driving on time trials trying and offline races to learn cars, tracks, and the game in general. Are there any leagues open for new drivers? I just familiarized myself with the U1500 rating the system has assigned me and I don't want to jump into any online lobby and become one of those U200 drivers everyone hates.
