New DVD drive won't register and now old DVD drive isn't recognized either

That's what I bought and now both DVD drives aren't registered by my computer (I thought I had to take the power supply out to take the old CD-drive I had in there out but then I realized I could just take the front of my computer off, but oh well it let me dust my power supply which needed it desperately) does it matter which drive is on the master and slave?

No, it shouldn't. By "not recognized", do you know if it works in the BIOS? Put a bootable CD in it if you've got one, like a Windows install disc or Linux LiveCD. If that works you've got an OS problem. Your motherboard's IDE plug or controller could also be faulty I suppose. Have you checked that that cable is seated correctly?
 
I realized the little square "rings" need to be corresponding on which connection it's to, whether it being slave or master on the back of the drive. Problem solved. :)
