I am new to GT5... did not have a PS3 until last year and played mostly shooting games. I am really enjoying GT5 and have just reached B spec 21 where the Nascar races start. I can not find anywhere to perform the tuning I see posted on the GT5 tuning forums...bracking...height adjustment...toe in and out... where is this located?
 
When you enter a race, before you press start, go to the option to the right called 'Setup" or something, it's to the right of Driving Options.
 
First, you have to actually buy the suspension compenent in the tuning shop, get the fully customizable one, I think its only cr. 17,500. Then start a race, go to options, click on suspension on the right side. Select the customize button and you can freely adjust.

Does this option open on level 21.... was not there on all the other levels up to now? I have raced until gold on every label up to 21 and never notice these adjustments under the options before? Not on line now so I cannot check

It's there from level one. You can also go to the car in your garage, click on it (open it up), then go to tuning at the bottom right.
