An obvious guess is prologue style online events, but has anyone actually seen this in game and can maybe shed some light on it ?.

It's possible that it's for the USA GT Academy. It would have all the settings already set up for the competition. Maybe they'll have more official events where people can win prizes. Even small ones would be cool like the key rings or copies of the APEX book.

Hopefully this is for Prologue-style online events with performance points.

How did you get that? I did the update when it came out and did not see that? Something we are missing? If you click on it what happens?

Only US yet ?

I've signed up for GTA and live in the US (Midwest) and don't have the icon after update, signing up for GTA and rebooting...

you have a ton of credits for only being level 11!
how? and why?
i'm calling PHOTOSHOP!

Yeah. How can you have so much money. Level 11 in A-Spec and level 9 in B-Spec, thats crazy. Do you even buy any cars?

Guys, look at the username. Merlot is the account that PD used to show GT5's menu. OP found the screen and was asking about it, it's not his.
To OP: No one but PD knows what it means yet.
