Newb question on penalties

New to the game and site so if there are 'obvious' places I can read all of this feel free to just point me to the link(s).

I just got GT5 and a Logitech G27 (used). At first I thought maybe the G27 was not working correctly as I would occasionally loose power for periods of time. Then I realized that this could be the game applying a penalty to me for some rule breakage. I read in the manual about this but the description is very vague. Is there a more detailed explanation somewhere? How do I know if it is the G27 or if it is just the way the game works?

2 larger scenarios that have confused me;

- In a race, get penalized and lose a lot of power, tough it out and finish the race. Restart the race and I immediately start with the power penalty seemingly still in place. Is this supposed to happen? How do I know how long a penalty will last? Is there something I am supposed to do to 'reset' myself?

- In a Kart race, have the accelerator pegged and 'skipping' (ie getting some significant wheel chatter and kart is drifting some) through a high speed turn. As soon as I exit the turn the Kart loses all power, but I never went off track or anything. Is that supposed to happen? Did I do something wrong and get penalized? Again, how do I know what the 'rules' are.

posibbly your G27 has some dodgey connection...
 
It must be to do with your pedals, you have to re-calibrate them.

So, then if I am racing and the 'brake' light displays slightly and my car won't go above say ~60mph then that is not a feature of the game? Sounds like my G27 may indeed be broken then.
 
Yah, it sounds like something is loose. Check the connection from your pedals. I have had the pedals come unplugged on my DFGT a couple times.
 
Do you hit a wall before you get penalized?Cuz in the rally special event there are some penalties for hitting a wall...it wont let u go above 50 km/h for about 3 secs

It was kind of that kind of experience, but not a rally race, and sometimes it was for much longer than 3 seconds.
 
If that happens, you get a count down showing on your screens counting down until the penalty is over. Thats the same with all penalties in GT5.

^^^ YES, you will know immediately if its a penalty. Where did you get the used wheel from? Its possible your wheel is shot.

Where on the screen does the penalty time show?

It's enormous, right in the middle of the screen. You can't miss it unless you aren't looking at the TV. As far as I know it's only in rally races.

Something is wrong with your wheel.
