I've uploaded this video on YouTube, showing that this car can't be bought in the Japanese version:
About this, I was wondering... is this car a bonus car in this version? If so, how do you get it? Or can't this car be attained at all?

A bit late on this, but gonna confirm it.

As for why it's not there, i'm not entirely sure. It could be an oversight.
