There's a mini-fan inside the cockpit, probably used to cool off the driver. I guess that's what he's saying.

I can't see a small fan cooling off a driver wearing a helmet and doing so much..

It helps with the temperature in the cockpit, moreso than actual direct cooling of the driver.
