1) Special events don't count.
2) B-Spec doesn't count.
That's from my own personal observations, so chances are, you haven't covered the distance in pure A-Spec racing/taken to the track often enough in pure A-Spec racing yet.
I thought I wasn't going to get it as I was in a similar situation but fear not, when I got mine it was for my 100th WIN and not my 100th time on track, look at your profile and see how many a-spec race wins you have, I don't know if it was something they changed in the 1.03 update but it worked for me on 100 wins, I had thousands of km's by that stage
My first one came late... then my second one surprised me with how early it came.
I think the early races are just too short to get your KM's up where you need them. Middle of the game is the sweet spot. Latter in the game the races are too long to get the 100 wins in a timely manner.
Have you played any B-spec? Because 18 wins isn't that hard to get in B-spec. The first level has about 18 races. If your Bspec level is 5 or greater I'd say you haven't won enough races.
Remember only Aspec counts for this award but your profile includeds Bspec.

Might have been happenstance but the 1000k ticket comes up alot earlier if you only us one car from the start. i got it around level 8 which is too early for endurance races.
