No Access to Legend Cars?

Hey All,

I've completed menu book 18 and still don't have access to Legend Cars.. The place where it's supposed to be has no icon. I've tried searching everywhere and can't seem to figure out what I'm doing wrong or if there is a bug?

FYI I recently upgraded from PS4 Pro to PS5 and when I did so I was at Menu Book 13.
