No Night City Skyline Locations?

You know how when you're buying a car, you can preview it with different daytime settings, and how the night setting has various city skyline backdrops? Well why isn't there a photomode location like one of those backdrops? Does PD plan on ever adding more locations for download?
 
The first question can be answered with "yes", the other two with "no one knows".
