Nr 2002 skin making help?

I'd like to start making cool cars but I need some help getin started.
Is there any good programs I should get to make the best skins?

I'm just completly brain dead when it come to knowing what
stuff to get to get started

First get paint shop pro 7.. then do a google search for team lightspeed, u need to get templates from there.. open the templates with psp.. and knock yourself out!
