As others have said, the R390 has been built, sold, and registered. The NSX is a prototype.

No spot for a license plate:

Multiple supercars haven't got a license plates. In GT5 because they just don't, in real life some supercars are missing a front license plate.

Gosh, this is worse then some 12 year old in MW2 telling everyone "Pistols only!"

Why is that? I want my rooms to be filled with a lot of different roadcars that are competitive. I was under the impression that these two were way better than the rest and were not really road cars at all.

I did some testing and they are pretty equal so I'm going to allow them from now on.

The problem is that most people want to have the best car with the given restrictions. Even if we would all agree that those two cars were banned from the road car class, then there would just be two other cars that people would chose instead. "Road car" is not a specific car class, so there will always be some cars that outperforms the others. What you should do, if you want a more even set of cars on the grid is to add more criterias for the cars. Some of these for instance:

You can add weight and power limits.
You can say that only FR and / or FF cars are allowed
You can say that the car must be of a minimum height (requires some knowledge of each car...)
You can say that wings are not allowed (not even if they come with the car by default)
You can say that the cars should have at least four seats
You can specify if you want sedans only or if coupés are allowed also
You can specify if cars newer than a certain year are banned
You can specify cars from a single country or area, like "german sedans only" or "european hatchbacks only"
You can specify if tuning is allowed (even engine restrictors and adding ballast)
You can set a limit of engine size.

Some of these things requires a bit of knowledge about each car, so if you have a big car collection it could be good for reference...

... but just like in real racing there will always be loopholes, as a room owner you just have to take that discussion every time it comes up.

No because Poliphony allow race car aero values on those machines, ruining all the other road cars. Just think about the online Time Trials.. It's all about the 390. Quite boring in a game with 1000 cars.

My suggestion is if someone want to ban them write in the Lobby title something like this: "RoadCars No 390,NSXLM".

That is not the question at hand sir, the question is should he allow them, not whether they are street cars. He's asking about the fairness of it.

So just cause it is fast and good at steering it is not fair?

It is like saying the veyron is not a roadcar because only very few people can afford to buy them.

If it can be driven on the road it is a road car in my view.

The R390 Road Car, as its name says is a road car, it was made to accoplish a rule where the manufacturers to compete at the 24H of Le Mans had to make certain number of units for the streets that were legal.

For that reason there exist this version, also another example is the Porsche GT1 Race Car, which has a Road Car version, also the Mercedes GT-R:

Talking about the NSX LM I think is more a race car than a Road Car, it is a car made taking the base of a Road Car, it like saying the GT-R that Kaz used to drive the 24 H of Nurburgring which was a Normal GT-R tuned.

Using CM tires (pd have said these are closest to road tires) and no aids will make these cars pretty hard to drive. makes everythingt more fair.

Yeh but they still have adjustable aero no matter what tyres are used.

I don`t allow this cars in my rooms because they are cheap/overpowered. I want a balanced grid without such cars.

Usually some "smart" player joins my roadcar only rooms and takes the NSX LM road car... Then I say "no fantasy cars, change it".
Some very very smart player use cars like the Amuse S2000 GT1 Turbo and gets angry when I force him to change car or leave my server.
