Because F1 didn't race there? The last race at the Nürburgring was in 2013.

The German Grand Prix alternates between Hockenheim and the Nürburgring. However, the Nürburgring got into financial trouble and the race could not be held there. When a deal could not be reached to host the race at Hockenheim, the German Grand Prix was removed from the calendar entirely.

Not necessarily. No German circuit has a contract at the moment (nor does Monza or Bahrain), but that can change.

We probably won't know until 2025 at the earliest. A seven-year contract is usually the standard offer.
