I tried to add some AI cars to a lobby earlier where my brother and I were racing. I set it to fill with AI and the room showed a max of over 20 cars but when we started the race there was no AI, just the two of us. I tried again and same thing.

I also did not see any means of setting the AI strength there.

In this case the lobby had already been created and was set to friends only if either of those make a difference.

Does the AI online not work or is there something about the way I was doing it that is incorrect?
 
Afik you have to reduce the number of possible human participants. So you have basically to make a decision about how many ai players you want in the session. Try limiting the number of participants to 10 rather than 20.
