Why doesn`t bob chose the best cars i have? Do i have to do something special with my cars?

No, you just choose the best car for the job judging by PP and the limiting factors. Somehow I don't think I'm getting your argument.

when you are running bspec online from the gran-turismo webpage, i can onlye chose the driver, not the car, so if im running against my friends on bspec, i cant choose the car, bob does that

This is called Remote Racing and you cannot choose your car as it would give you an unfair advantage over your friends.
