Last I heard SEP/OCT 2017 it was confirmed as coming post release as a patch.
Is this still the case?
Imo there is no point to online driver swaps until other issues are fixed first. Typically driver swaps are only going to be used in fairly serious league endurance type events and these won't work if you have bugs that include:
disconnections (I personally don't suffer from this too much)
Faulty pit strategy and set up saves
The bug that appears to affect physics on some cars in a race (some have suggested this is invisible weather affecting only some participants)
Random damage (i have had this personally on a safety car lap at 85mph in an indycar league race at spa with no one near me whilst in the middle of a flat smooth piece of track)
Various pit lane bugs resulting in penalties, disqualifications or unexpected pit servicing (or lack of it)
But sure, once those are fixed driver swaps would be welcome. I miss the gtplanet endurance series that we had on Gt6. If pc2 made good on all it promised (driver swaps and broadcast/race director functionality, multiclass racing) it would make an excellent platform for that type of event

It was in the Q&A thread prior to game release. Stated by @IanBell and was originally targeted for the 4.0 patch. Obviously it didn't happen yet, but I assume that the issues with Online Championship were the cause of that. It appeared that the Online Championship was needed for the driver swap to be able to be put in. At least, that is how I understood it.
And this is for PC and Console??
