I just started racing again Monday night after nearly a two week hiatus because of a bad Internet connection. During that time I had Internet access on my PC, though it was not quite as fast as normal. If I watched a youtube video I could see the load bar under the video start and stop and start again as the video played.
At http://speedtest.comcast.net/ I had a low (1-4mb/s) download speed but a peak DL speed of about 19 or 20 mb/s
At http://www.speedtest.net/ I had a low (1-4mb/s) download speed but on the progress graph just below the dial, I could see it going from high to low all throughout the duration of the test.
What you probably have is an intermittent connection. Something most users will not even notice. But to ensure a connection to the lobby server the connection needs to be rock solid or you will be disconnected.
Call your ISP.
I had two service calls out to my place and they didn’t fix the problem. I had a 3rd scheduled for today but I canceled it because they found and fixed the problem Monday morning. Why were they looking? Because I kept calling.

This was the 3rd time in as many years that I have been sidelined by Internet problems. Each time it was a problem in my neighborhood and not at my place. There are a lot of connectors and transmission amplifiers between you and your ISP’s main trunk. A lot of things can go wrong.

You are paying for a constant connection to the Internet. Not an off and on connection.
Call your ISP. And keep calling them.
