Sure, if a complete lack of details or nothing else explained means that they are definitely cheating, then yes, they are cheating.
^nope hacking is still going on. Ran into a 10k hp Schwimwagen about 2 hours ago. But back on topic. Some good drivers can beat similarly powered cars on lesser tires. Think of it this way, you have 2 stock NA MX5's one on SH the other on RS, stock they come on CM(iirc) so the the SH is a step up already and is all the more grip the car can use so the extra grip provided by the RS tires is goin to waste. The car on RS tires wouldn't be much, if any, faster than the car on SH tires.
