To do the race go to Arcade Mode > Time Trial > World Circuits > Laguna Seca.

The car that will be used is the Opel Calibra Touring Car '94.

Car settings are as follows:
0% Weight
0% Power
Racing Hard Tires
240 Top Speed
No TCS or ASM

Rules:
2 Wheels on track at all times
No wall riding or touching at all
Have fun

Are we allowed to put two tires on rumble strips with the other two on dirt? If so, my (very imperfect) time is below, but if not, I can redo it.

Edit: I got the time that I wanted; I doubt that I could realistically improve on this, although it does still depend on the rumble strips being treated as track. I can record a video if you want to see it.
