As others have said earlier, PD has the ability to deliver more vehicles but hasn't. I wouldn't be shocked if their original plan was to offer DLC on PSN (developers deserve to be compensated) but haven't done so because of the negative light they're still in from being caught scamming their fanbase.
If my hunch is correct, they've resigned to slow rolling free DLC (which is commendable) as a way to fix that bad PR. I wouldn't be shocked if they're afraid to release DLC you have to pay for because it will be covered by large media outlets. And of course they're going to mention how PD lied to the press and lied to gamers, a matter I doubt they want to dredge back up.
