The system is better but still could be much better with a colour mixer so you could have in theory any colour you wanted while including all manufacturers colours available in the game for you right from the get go. It is a bit frustrating at times having to buy cars in order to unlock the chip.
 
I personally would like an indication in the dealership of which chip you actually already own for any car so when you do decide to acquire more chips you dont duplicate

I'm pretty sure PD have no idea of how they could implement that, showing which cars you own beyond 500 is obviously impossible for them.
