It's only a small thing, but it's confirmed that PD are allowing the McLaren F1 and Porsche 917K to remain in the Legends dealership longer than any previous legends cars since launch.
Up to now every car has been set on the same timer - rotating in, going to 'limited stock' and then 'sold out' in exactly the same timeframe.
HOWEVER, as reported by @Scotchboy:

"They are set on a timer, but it's looking possible that higher value cars have been given longer timeframes of availability now. Everything usually lasts a set number of days on a pattern, and has done until now. So far the first ones to defy this are the 917K and F1 in the LCD, and the current Firebird, Supra and Viper in the UCD, based on the tracker at https://ddm999.github.io/gt7info/ "

Still doesn't change the fact that they bring out these two highly wanted cars with exorbitant price tags right after they reduced the payouts. They're not listening to us at all.
If there is a set legendary rotation, which it probably is, then the lowering of pay out and these cars becoming available right after have nothing to do with each other.

I remain skeptical until their is solid evidence that what you've said it true.

You mean the idea of the system being automated rather what you seem to be suggesting, a manual process?
 
The downside of that is that the legendary rotation will be longer than previously expected. And I don't foresee us getting any races with higher payouts until they've cycled through the legendaries at least once. So what I'm thinking is that this just delays the "content updates", which is what I think everyone wants more than an extra day to grind 18.5 million.

This isn't true. Today is the fourth day so far where the LCD has not updated at all - two were last week and one the week before.

I could've sworn that, from launch day, every car rotated on a timer - stuff like the 12m Jaguar XJ13, 3m Ferrari F50 '96 etc. popped up, lasted a few days, went to limited stock, then went sold out, then got replaced.
Then first the McLaren F1, then the Porsche 917K, just didn't got to 'limited stock' when they otherwise would have done. Does that not mean that something has changed?

So, I've extra-double-checked on this and built a special master Hagerty list just for you (and for an article).

There was no new car on March 10th, on March 14th/15th, on March 18th, and then again on March 24th/25th. This cycle of missing days actually predates v1.06 (by about four hours), which arrived on March 10th after the LCD update, while we've also had days missed before v1.07, "during" v1.07/1.08 when everything was broken, and then again right now - so in three different game versions.

The cycle should be pretty clear as you say -- day 1, 2 and 3 the car is in stock as normal, day 4 it's limited stock, day 5 it's sold out, day 6 it's replaced - but that's actually not happened to most cars so far. Only one in fact: the E-Type (and technically sort of the 155 and Supra). Everything else has remained in stock or limited stock for a day or two longer due to the gaps.

However the cars have always been replaced in the same order: slot 3, slot 5, slot 2, slot 1, and slot 4.

Wow - interesting, thank you. I hadn't realised that there were these recurrent gaps in the cycle nor what effect they would have. So you're saying that although the cars do each have a four day window of availability (excluding pauses)...

Sold out
Replaced
...the game has regular single-day and two-day pauses which interrupt/halt the cycle of whichever cars are in stock at the time of those pauses, with the cycle of each car then resuming once the pause has ended. Is that right?

I'm pretty sure both used dealerships picked up this 3 day period where no cars rotate when there was down time last week, It seems to have extended everything a little longer.
