Photoshop Layers?

I am working on the Focus RS PSC, and I ran into a problem. I put different wheels on, and I made the body into a new layer to lower it. Then I customized the body in the same layer. Now when I try to lower the body over the wheels, the wheels are OVER the body layer. How do I get the body's layer on top of the two wheel layers?

First of all save where you got to as a jpeg file so that it's save the entire pic as one layer, then reload it. You should be able to do it then.
