Pixel cars/ manga cars ?

well i came back to this forum after a short break to find many many people doing these 'manga' type cars.
Is there anywhere where somebody can explain how you do it?


I know that you can edit pictures already drawn and stuff, but what about making a pic from scratch, how to get it 'manga' style?

and same about the normal cars, do you trace a pic? edit something?
