Seeing as the UCD is random and inducing insane-ness to get that one car, here's and idea:
A UCD for production cars. No TVR Speed 12's. No NOMAD Diablo's. Not even a Dome Zero (it is a concept afterall). Why? To keep the race cars rare-ish.
Putting cars like the Midget, the crapton of Skylines, Miatas, and Supras as well as Lexus', Fords, and Jaguars in it's own "new" dealer lessens the amount of cycling to get that one car, and removes the need for PD to refresh the OUCD every X amount of weeks, and keeps us happy and provides more car variety.
In summary, put all production cars in a new "Standard car dealer" or stick 'em with the premiums, but when selecting a manufacturer, you can choose between standard and premium. No race cars. No concepts. No race car concepts. No race car-road car hybrids. Just production cars like the Spyker C8, Miata (and it's trillion variants), Skylines (and it's trillion variants too), and Aston Martins.
