This isn't a question, this is a revue.
I tried a lot of cars, so I'm giving advise to anyone going through this for the stars.

I really hope this helps someone, lol.
And don't forget you can change the brake setting! It doesn't count as tuning evidently.

Top 2 performing cars untuned under 500 pp (that I tried);

#1 = BMW M3 CSL '03

#2 = Toyota Supra RZ '97

Cost;
1= 113,610 $
2= 43,900 $

You are better off buying the BMW though, it is an excellent car and very useful later on when tuned.

Brake adjustment doesn't count as tuning BUT moving the ballast location slider left or right WITHOUT adding any weight is considered tuning. Funny stuff.

There are many cars for this series but the cheapest I've been able to find is the Mitsubishi EVO7. ~25k.

Camaro SS 2010 would be one of the cheapest ones at 35k and 498pp, so a bit overkill.
The 2013 BOSS 302 is also a good one @500pp.
Huyndai Genesis coupe 33k @465pp.
Numerous Mitsubishi EVOs and Subaru STIs in the 25k-33k range.

The BMW M3 CSL, is great for this, but as I mentioned is usefull later.
Tuned up, it rocks 550pp and 600pp easily.
Kind of, not cheap-cheap, but for its performance ability and long time usefulness, 113k really isn't a lot to spend.

You are right though, I tried the Camaro also, and loved it.
The Genesis I didn't try, but it looks like a slick ride.

I did these with the Mitsubishi Lancer Evolution VI GSR T.M. EDITION Special Color Pack, the National B mission races (All Gold) prize car, before I tuned it for other purposes.

As long as after you buy it, you touch nothing but the brakes

I used the BMW M4 coupe, You just lowering the power. For that is not tuning, apparently.
And now you can winthe BMW it in the seasonal event. So it is free.

You can also change the oil to gain a few PP. If it goes over the 500 limit just lower your power.

Yeah, I don't really get this one: what kind of ballast are you moving? I guess there's no difference in handling there, is it? (never tried).

Nope. There's no weight so no change in anything.
