Possible Livery Editor evidence? Can anyone confirm?

Hey everyone. I went on to http://oppositelock.jalopnik.com/ and saw this picture posted. Now I have never used Photoshop before so I have no idea if this is really fake and just didn't notice it, but doesn't this look a lot like GT5 in-game? Is this proof of a livery editor, maybe in GT6?

Even if it is a clever 'shop, it still looks great and I would love to do this to my 86 GT in-game.

Again, maybe this is fake, but it still looks good?

Needs to be a way to flag inappropriate liveries for a gt6 livery editor to work
