PP Calculation for Online Races?

Can someone explain the PP system to me? Specifically, why are the values displayed in my garage always lower? For example, when I select a car for a 450pp online race from the suggested list, cars @ or near the 450pp threshold will not qualify because their pp rating is higher than whats listed in the garage?

I'm guessing this might be related to tire selection? Is their a way to update the values based on tire selection?

Tire selection doesn't matter, it used to at first, the garage never updated itself for cars that haven't been tuned since then.

HP of your car changes gradually... I just add a few KG when my car gains points.
