Practice: Starting conditions on variable tracks?

Ok, apologies if this has been asked before, but is there a place where you can change the time of day, and weather conditions for tracks that have variability in practice mode?

Every time I start at the 24hr ring for instance, its either raining, or dry and early early in the day.
 
No, you can't.

As most competitive racing takes place online you should (when PSN is back up) practice in a lounge on your own. You get full control over environment settings and can drive with accurate online grip levels.
