If Gran Turismo has already been made that life-like, why not make one track as simulation of some part of some popular city with all the driving signs and stuff.
It would be pretty interesting to drive different cars in low speeds, driving different sports cars in low speed. It's like, how do I make driving licence with Bugatti, just for fun, as well?
I think not much is required, just one good track basically, which will be some part of the city in the world, maybe London, maybe New York, whatever has the most complex traffic therein.
