Pre-Order/Deluxe Cars Available For Purchase In Game?

As the title suggests, are the pre-order bonus cars going to be available for purchase in game if you don't drop the extra cash for the deluxe edition?

I'm a bit of a purist and likely won't even pre-order to get any bonus currency or cars if at all possible and work my way up as we always had to do in the old games, just feels more rewarding that way.

You can purchase them in-game even without pre-ordering, since if you pre-order the deluxe edition you'll get these cars for free as a head-start.
