Max downforce often helps stability, also your spring rate is very high which may be causing oversteer as the car has no room to shift the weight over your front wheels during deceleration. Having a higher front brake balance may also cause oversteer i believe (im not to certain about that though).

Finally, traction control is your enemy! It will slow you down and can often interfere at annoying times. If you're driving with ASM as well you should try to remove it, your car will be harder to control but it will vastly improve your driving and speed once you get better.

I haven't tried the set up, this is all just from my own book of knowledge.
Sidenote: your damper settings are missing.

I am not getting any faster with it...... I try to get less oversteer but lap time is not getting better but easier to drive only...I will let you know when I find something better
thx

Oversteer can sometimes improve lap times, but only a very very slight bit of oversteer, no tail out lighting up the rear tyres nonsense that should be left to the drifters. Anyway, if your cars easier to drive and you're running similar laps, you should be more consistent, which can often win or lose a race.
