I'm thinking about getting PS+ but I have one question I hope somebody can answer.

1. If I bought PS+ for an account, downloaded a game, subscription ended, now I won't have access to the game.

2. Bought PS+ but for another account on the same ps3, will I be able to play PS+ games I downloaded before from my first account ?

One, yes. If your subscription runs out with free games on your ps3, then you will not have access to those games.

Two, no. Sony usually releases the same content for everyone, regardless of ps3.
 
As Sanji said you lose access to your PS+ downloads once your subscription expires but regain access to them if you re-up with the same account.

You do not lose access to any games you bought with a discount through PS+.

I have my own question.

Can I create a EU account and purchase a PS+ subscription card in Europe to be used on my NA PS3? I'm pretty sure I can but not positive on that.

Ohh ok, and yes I think you can do that, I buy games from both EU and US and they work fine
