I've been trying to get my Cruiser to handle well, but I can't seem to get rid off that damn understeer. Can you help me out?

you could simply use a power mod to give you power over steering (not power steering) it'll be a little like drifting, you just have to make sure you dont plaster the X button to the controler

What I would do is to increase front downforce, change from VCD to normal R34 centre diff and sort out your LSD settings.

I've modified your original ini (see attachment) but have been unable to test it.

BTW the Astra/ Calibra chassis fit the PT much better than the ZZ2 and if you want to go even lighter try the chassis from the spoon civic

By just looking at the .ini, I would assume that it is from your downforce settings. You have twice as much DF in the rear as in the front....which will give you the understeer problem that you are having. Adjust your DF so you have a better balance. More in front will help it handle better.
