Yes, it's 100% fake.
First off, I'm a bit of a WWII buff (or I was, anyway) and I've seen nearly all of that footage of Hitler himself before. It's all shot in Germany or Austria - all of those buildings and venues where you can clearly see Hitler or the giant crowds aren't even in the US, let alone New York.
The aerial flyovers are stock footage taken from the Hindenburg before it crashed.
The scene with the parade is real when the camera is zoomed in enough to see details (but no context) and faked when you see the "motorcade" coming down Times Square. Ditto the Sttue of Liberty shots, which others have mentioned.
