Question about DLCs

I never bought a DLC before and I will be getting the GT5 DLC this tuesday, my question is, if I buy a DLC on one PSN account, could I use the DLC on other other PSN accounts on the same PS3 or are all DLCs locked to the account that buys it?

you can use it on a different account only on the same console

It's always been like that with every DLC.
