Question about gifting cars

I promised I searched this first. I have 2 accounts. One has all my muscle cars and the other I started a new game. I have diffent PSN ID's. Things were going along nicely until the last 2 days. I tried what would have been yesterday to send a Camaro and the message read I could not send any more. I don't remember sending a car the day before. So today now at 12:40 AM signed both accounts in right at midnight. Tried to send the Camaro again got the same message.

I do remember about a reset at a certain time of the day but could not find it in my search.

I think the problem may be that my sign in times are off by about 8+ hours. I still keep both at 200%.

Is there a limit on how many cars can be sent from one account to another?

Thank you both. I now understand why I am having the problem. I did not know it was tied to the console itself. Both PSN ID's are on the same console. I had sent a car from my new account to my old account which is why I couldn't send the one from the old to the new. This is for @quavers as well.
