So, I heard a DLC called the "Family Upgrade" is being released for GT5. This means that all users on a PS3 where one of them has bought DLC content can download and apply the DLC to their accounts. Is this correctly understood?

Does this mean I can use my British account to buy the DLC and then download and install it on my Icelandic account, on the same PS3? (Both accounts are European <=> Same BCES code for the game)
But they are saying and I quote:
Is the quote saying that in order for the Family Upgrade to work, the sharing DLC accounts must have matching regions (Europe f.x.) and addresses (home residence in the same country)?

*Please note that to purchase the DLC and the Family Upgrade, the region of your GT5 disc (Regions: Europe, North America, Japan, Asia) and the region of the PSN account which is used to sign in to the PlayStation®Store (selected when setting the address during account creation) must match. For example, if a user who owns the North American disc purchases the DLCs and Family Upgrade with an account that has a UK address and location, they will not be able to use the DLC using the North American game disc.
