Question on cars from the UCD

I've noticed in the marketplace that people are requesting vehicles that appear in the UCD, but with 0 miles on them.
Do they sometimes show up that way in the UCD, or are these won by random prize tickets?

The only car I have only seen in USD with 0 miles is the Veyron. All ticket cars come with 0 miles, so that will be where people get them from.
Some cars in the UCD can be won/bought (Touring cars etc.), whereas some are just UCD based (Holdens for one example).
No UCD always has mileage ... they're used cars so this could mean as little as the car having one mile on it from being moved around a show room because it was registered to the dealer.
